Finally, the Santa Clara Police Department forwarded my complaint for stolen mail by Victor Manuel Salazar to the Santa Clara County Office of the District Attorney; the reference number at the aforementioned office is 1207-24737:
No investigator has yet been assigned by the district attorney.
Although far from being prosecuted, this case was a monumental effort to bring this far, and involved much wrangling with the police. My efforts were documented in Theft complaint filed against former "haunted" roommate.
